The Crazy Horse Too on Industrial Road is one of the most popular topless cabarets in the city. It's so popular, in fact, that it is expanding.   But has it acquired the proper zoning from the city of Las Vegas, and how did it manage to navigate through the system so swiftly?  Those are questions critics of the expansion are asking as they attempt to foul the deal and toss mud at Councilman Michael McDonald, whose friend Rick Rizzollo owns the topless club. 

McDonald, a Metro cop, is running for re- election in Ward 1. It's no small surprise that his relationship with Rizzollo figures to become a campaign issue.
